Is it against the ToU to sell steam gift activation keys over eBay?

I bought the four pack of Dungeon Defenders when it was on sale (I wanted 3 and it was cheaper than buying them individually). I was planning on just selling the fourth on eBay. Is this allowed by Steam?Is it against the ToU to sell steam gift activation keys over eBay?
Steam doesn't care where a person gets a code from. You already paid for your codes, so you can do what you want with them.

I have personally bought 2 Steam codes and had no problem installing the games. Also, the listings were up for awhile and E-Bay didn't say a word against it, so I really don't think they care.

If you search for almost any video game, at least 25 - 50% of the PC versions are Steam activation codes. Some of them are gift codes, some are not.Is it against the ToU to sell steam gift activation keys over eBay?
