You have the options of simple scripting (Python), XML (Extensible Markup Language), and AI SDK if you are an advanced programmer. However, if you are a typical player, then the easiest instruction is to use World Builder.



From any point in a game, press Ctrl-W. This opens up World Builder.

In the top right corner of your screen, the World Builder menu gives you several Mode options, including Map Mode, City Mode, and Unit Mode. Click on Map Mode to bring up the Map Menu in the top left corner of your screen. You will have Terrain, Resource, Improvement, Territory, and other menus. With the Terrain menu, you can change any square to any type of terrain by selecting a terrain type, then clicking on the square that you want to change to that terrain. With the Resource menu, click on the resource that you desire, then click on whatever square(s) that you want to receive that resource. With the Improvements menu, click on the improvement (e.g., Mine) that you want to add to a square, then click on the square.



If you choose City Mode from the top right menu, you next need to select a city by clicking on it. A menu will appear in the center of your screen, allowing you to specify the city's cultural points and population. You can also click on the Buildings tab, and add any building(s) and/or wonder(s) that you desire to that city. You can also add up to 5000 gold to the treasury, which can be replenished whenever desired.



If you choose the Unit Mode, and then click on a unit or stack, you can select a unit, then specify its experience points and level. Click on the Promotions tab, and you can add as many promotions as desired.



There are many other mods, but this information should take you a long way.
