You will be able to do splitscreen for 4 accounts with just one purchase, but if you want to play on different consoles/tvs with multiple accounts, you have to buy it once for each different console. You could also buy it on two consoles and go two players on each or 3 consoles and 2-1-1 and so on. Just need one bought for each console your using. So yes, you can do online/splitscreen at the same time.
